He asked me, since I am a skilled electrician, if I would do the electrical installation. Now the question is what am I actually allowed to do? An electrical company would handle the final inspection, but for example, am I not allowed to work on the distribution board at all?

You are allowed to prepare everything, including the fuse box. However, connecting it to the main supply line entering the house may only be done by a certified electrician.
