ᐅ New Construction – Proper Sequence: Roof Covering vs. Insulation

Hello everyone, I need some independent advice regarding the process of our new construction project. The carpenters completed the roof structure (rafters, breathable underlay membrane, as well as battens and counter battens) three weeks ago, but the roofers are not yet available. According to the site manager, the underlay membrane is now allowed to remain as weather protection for up to 12 weeks. However, what concerns me is that apparently, before the roof tiles are installed, the thermal insulation along with the vapor retarder will be installed. As a layperson, this worries me somewhat because the underlay membrane is not completely waterproof. Wouldn't the insulation get moisture right away in the current weather conditions?

I am currently trying to arrange an expert as soon as possible, but I would be very grateful for any information in advance.
