Does the 3m (10 feet) minimum distance apply from the foundation slab? I would like to make the foundation slab 10cm (4 inches) larger and add facing bricks afterwards, while maintaining a 3m (10 feet) distance from the building wall, and later reduce the distance to 2.90m (9.5 feet) with the brick facing according to clause 14 of the NRW building regulations. Is it possible that the 10cm (4 inches) overhang of the foundation slab does not count towards the property boundary? Regards, Simon

I think you might be overcomplicating things. Additional thermal insulation is generally allowed, but for a new build this approach is usually not taken. If you still plan to do it, though, it’s not a problem; the foundation slab is not considered an external dimension.
