Yes, in an emergency it could be shortened a bit. It’s also not in a new development but in the old town center, so probably half the village would have to support their fences.
1.8 meters (5 feet 11 inches) is allowed between two neighbors in, I believe, all federal states. Only towards the street or driveways (the usual suspects) is usually a smaller distance required.
