The access path seems to provide entry to the field behind the property, where grain is likely grown. This path would need to be wide enough to accommodate a combine harvester once a year. It shouldn't be too narrow; otherwise, the homebuilder’s fence could be at risk. Is that correct?
Option two preserves the property the most and requires the least amount of paving. You could even arrange the two parking spaces parallel to the path, one behind the other, or as angled parking. Karsten

Unfortunately, your municipality does not provide the development plan and the written regulations online, so some questions remain unanswered. However, the city has apparently already initiated the first amendment to the development plan. You should check whether your property is affected. At the same time, you can present your designs informally and ask for a rough assessment of their approval prospects. Depending on the stage of the procedure, it may still be possible to submit input that could be considered during the amendment process.

Parking spaces may be built in the areas shaded in red.

So, parking spaces are not allowed outside the red-bordered areas? Does this also apply to garages?

Your neighbor, who is in 4, must choose the opposite ridge direction.

Are these proposals for construction, or is the ridge direction actually being fixed by this illustration?

The space for them has already been chosen, but it is apparently not binding.

The legend is missing, so we can only speculate.

Building regulations must generally be followed

Yes. However, there is the possibility of deviations (from the state building code) or exemptions (from the provisions of the development plan). In both cases, an application (form) must be submitted with a well-founded justification. Both options are subject to fees. Of course, you can also take legal action against the development plan (norm control procedure). In that case, though, you can take your time with your building plans, meaning: it is practically hopeless!

If I understand the development plan correctly, this applies to all types of parking spaces, including garages.

According to my understanding, these are only proposals. The ridge direction is not fixed.

I have attached the complete development plan, including the legend and description, to this post.

We will inquire with the city next week to find out if and how deviations from the development plan are possible.

It’s unfortunate that development plans often fail to clearly express the urban planning intentions. You can already tell from the numbering here: Why does the numbering start at 2. and why are the subpoints under 2.5. Parking spaces and garages numbered from 1.1 to 1.5? And why are there conditions related to parking spaces and garages under 3.4.1. Wall height that have nothing to do with wall height?
In my opinion, you could also place the parking spaces outside the red boundary line next to the house, like in option 2 (parking spaces instead of a garage). Perhaps put the garage in the basement or in the northwest corner of the garage zone.

The ridge direction is not strictly specified.

I agree with that.

Probably not for the trees on the properties, but the location of the street trees seems to be fixed.
