Hello dear forum!

According to the regional building regulations in Baden-Württemberg, an emergency escape window must be "at least 0.90 m (35 inches) wide and 1.20 m (47 inches) high clear opening." Can someone tell me if the term "clear opening" refers to the frame opening when the window is open? Or does it apply to the size of the windowpane when the window is closed?

It is what would be called the "clear opening width/height" at a door. So when you open the sash, the frame forms the boundary at the top, bottom, and one side, while the opened sash takes up some space on the other side. The question is how thick a person could be to squeeze through this opening. The glass pane is not significant here, as emergency escape windows are considered based on opening the sash, not breaking the glass.
