I am considering combining my surface drainage into a sort of small channel and directing it onto a neighboring meadow. But of course, not in an obvious way—instead, making it look like a garden pond is overflowing…
Or, to put it differently: Due to elevation issues, I cannot connect to the municipal surface drainage system, and I don’t think infiltration is a good option…
What are your thoughts on this, and do you know of any alternatives?

I know it’s illegal. I would design it so that you’d only notice it during heavy rain...
And it’s not the neighbor’s flower bed, it’s a cow pasture. It remains illegal even then.
