Can someone tell me who carries out this inspection? According to the information in the building permit / planning permission application, a certificate of competence must be provided. What does that mean and what are the costs?

This falls under the scope of the plumbing trade. The plumbing company completed this work and certified it to the utility association. Cost? It was a fixed all-inclusive price, including VAT.

Leak tightness of underfloor heating and water pipes = plumbing installer

Building airtightness (blower door test) = specialized company

Which type of airtightness or leak test is meant here? Water, wastewater, heating, or air?

The utility company requires a leak test of the pipe system. A blower door test is not mandated by law. Any leaks in the heating system should be noticed by the technician during filling and commissioning. Our test certificate referred to water supply and sewage piping. K.

It is new to me that the utility provider requires this (inside the house) or that the wastewater pipes need to be pressure tested for leaks... But this can vary depending on the region.
