ᐅ Laying Paving Stones ... But How?

Hello.
I have a small terrace of 15m2 (161.5 sq ft) that I want to pave.
Unfortunately, the way the stones are packed doesn’t fit well. Each layer on the pallet contains 12 stones measuring 20x20 cm (8x8 inches), 8 stones of 20x15 cm (8x6 inches), and 8 stones of 20x10 cm (8x4 inches).
This does not result in a practical layout to create any kind of pattern without leaving leftover stones per layer.
Does anyone have any ideas?

Well, it won’t work without cutting.
