Today we removed the topsoil layer (see below). Now I would like to ask about the final steps I need to complete before sowing the lawn.
1. Loosen the compacted topsoil using a motorized tiller and remove any remaining stones/weeds.
2. Re-compact the topsoil using a lawn roller.
3. Lightly loosen the soil surface with a rake.
4. Sow the grass seed.
Would you agree with this procedure, or should I do something different?
I also have soil activator and fertilizer. Should I work these into the topsoil? If yes, when?
Is there anything else I should consider?

The weeds must be completely dead before sowing, so apply Roundup once, wait 48 hours, and only then work the soil. The dead weeds act like organic fertilizer for the soil, which is sufficient for germination. Keep in mind that nitrogen fertilizer is potent; just a little too much can kill the plant due to overdose. Young grass is still very sensitive at this stage. Wait until the first cut before fertilizing. This is safer.
However, I would rake everything smooth again after milling. After milling, the surface usually looks more like a rough field. Of course, it also depends on the milling machine, but it should penetrate fairly deep into the soil to loosen it.
We milled, removed stones and weeds, raked, rolled (with the roller only half filled with water), roughened the surface, sowed, and then watered.

So it’s best to buy enough hoses and sprinklers before sowing and then test how the entire area can be watered without having to walk over it.
