ᐅ Plot Prioritization for New Residential Development Application

Hello everyone,
after quietly reading for a while, I would like to actively join the discussion.
We want to apply for a new housing development with unfortunately only 14 building plots.
The allocation is based on a points system, where my wife earns us some points (the municipality is her former place of residence and her parents live there).
Since we don’t have children yet, there will probably be enough people ahead of us.
The development plan is from 2012. New buildings are already around the area, but I don’t know why this part is only being released now.
I have combined the new and old graphic parts and added the plot sizes. It concerns the yellow-marked areas.
I’m not sure if I’m allowed to upload the official graphic part?
You can apply for as many plots as you want, but you have to specify a priority order... and here we are unsure.
Due to the shortage of plots, we would apply for all, but the order is not clear to us.
The largest plots 6177 to 6180 have an unfortunate orientation... the garden is expected to be in the northeast.
We find plots 6196, 6189, and 6182 quite interesting.
We are undecided about 6187 because you would have many neighbors there.
What would be your favorites?
This is about the Oberfeld new development in Neuried-Altenheim.

Floor space index: -
Building zones, building line and boundary: see plan
Edge development
Number of parking spaces: 2
Number of floors: 6.3m (21 feet) wall height (roof pitch 28-35°), ridge height 10m (33 feet)
Roof style: several options, we prefer a gable roof
Other requirements: single-family house only, garage 5.5m (18 feet) away from the street
Homeowner Requirements
Style, roof type, building type: gable roof, modern
Basement, floors: 2 full floors or high knee wall. Basement rather not (cost reasons)
Number of persons, age: currently 2 (29 years), 2 children planned
Space requirements on ground and upper floors:
Office: needed for family use or home office? Office required... preferably 2 (small for me, larger for my wife who is a teacher)
Guest bedrooms per year: negligible
Open or closed layout: open
Conservative or modern design: modern
Open kitchen, kitchen island: kitchen island
Number of dining seats: 6
Fireplace: no
Music/sound wall: no
Balcony, roof terrace: no
Garage, carport: we would like to have one garage
Special requests: I would like a photovoltaic system, my wife wants a pool, but we will have to see

The next development area is expected to cost 60 to 90 euros more per square meter, and most of the plots are privately owned rather than by the city. There it’s more likely to be 90 euros/m² (or more).
We will probably have to ask the locals what they paid for their fill work. The area around is already developed.

From my experience now, I can say that tastes and priorities vary a lot. In our case, the plots that sold first were exactly the ones I would never have chosen. Different builders always focus on different factors.
Therefore, I would suggest that the original poster, after consulting with the local authority, selects all the plots that could theoretically be suitable and then ranks them in order of preference... and then hope for the best...

Basically, there is an application form where you can mark the desired plots and indicate the order of preference.
I can also imagine that some homebuilders prioritize plot size and therefore choose those in the northeast, completely disregarding garden orientation.

We are a bit uncertain about 6187 because there are quite a few neighbors there. I think all the lots you suggested are fine.
I would be more concerned about having to take many walks due to the distance than having multiple neighbors...
6189 would be my favorite because the garden gets sunlight all day long, and the street layout allows a lot of western sun into the garden without any shading.

If it works like this, you would still be contacted, for example, at position 11 even if your 4 favorite lots are already taken, to see if you want one of the remaining ones.
I can’t imagine that the municipal employee would think, “Oh, his 4 favorites are gone, so I don’t need to contact this builder anymore,” and instead would immediately contact number 12.
In the Badische, I read that a procedure like this has already been used for Ichenheim (Frankenstraße), with the local point system only slightly modified. Perhaps it is possible to find out how the winners there approached it.

Honestly, I understood it exactly like that... If the four are gone, then I’m out, because I didn’t express interest in the other plots beforehand. But I will ask to see if I’m missing something.
