We are currently in discussions with construction companies regarding the planned new build of a KfW 70 house. Construction is scheduled to start in summer 2016. We are still in the (free) design phase offered by turnkey providers. We want the KfW 70 standard not because of the loan, but simply to have a verifiable quality standard for the house (which is certainly advantageous for resale).

Planned features: solid construction, Liaplan Ultra 08, gas heating + solar thermal system, controlled residential ventilation with heat recovery, triple glazing.

One builder is pushing to submit the building permit/planning permission this year, arguing that it will be more expensive otherwise. I thought that a "KfW 70 house" before and after January 1, 2016, is essentially the same house, only that after that date it no longer qualifies for a favorable loan, which doesn’t matter to me.

Is there any advantage for me to submit the building permit/planning permission this year? I actually still have plenty of time for detailed planning and submitting the application now would create a lot of pressure, as it would mean committing fairly early to many details about the house. In addition, I would have to make a final decision on the construction company this year.

What are your thoughts on this?

You have already provided the answer yourself as to why it is advisable to submit the building permit / planning permission application this year; you can still apply for funding under KfW 70 until 03/31/16 (March 31, 2016) with KfW.

The calculated efficiency values of a gas heating system deteriorate compared to renewable energies; for example, air-to-water heat pumps achieve "better" values. Therefore, with the equipment/technology mentioned above – currently KfW 70 corresponds to the Energy Saving Ordinance reference house as of 01/01/16 (January 1, 2016) – from January on you will not even meet the Energy Saving Ordinance value.

Why? There are also independent architects, aren’t there? Or is your focus primarily on a "free" design phase? Let me tell you, the "all-in-one solution" does not exist for you either.

What do you mean by not even meeting the Energy Saving Ordinance standard? Which Energy Saving Ordinance standard? Because of the gas heating?

So, again: If I want to build to KFW70 according to the old Energy Saving Ordinance, then under the new Energy Saving Ordinance I only have the "reference house." As long as I don’t want to apply for funding, that would be fine, right? Only if I want to get funding, would I need to meet at least KFW70 under the new Energy Saving Ordinance (probably mandatory to install a heat pump), right?

Sorry – it should correctly be "energy saving ordinance standard."
