I am using the KfW 261 subsidy for my major renovation.
As part of this, the existing oil central heating system will be replaced with a heat pump.

I would like to dismantle the old oil heating system myself.
Is this allowed, or does the subsidy require that a professional company carries out the work?

I don’t understand the question.

You can do anything yourself. However, you won’t receive any funding for demolition (of whatever) since no costs were incurred.

The KfW does specify certain requirements, such as the insulation values that must be met. My assumption is that the KfW also requires proof of disposal of the old heating system in order to receive the funding overall. I’m not worried about the total amount; I can almost reach it just with the windows, insulation, and the heat pump itself.

Do you receive a bonus if the old heating system is removed? In that case, you will need a disposal certificate – no matter what.

What you definitely need, however, is proof of the dismantling. You will also receive this at the end of the entire process from the energy consultant (through their confirmation of the work done, which you then submit to the funding program).

Dismantling and disposal are two different things. Have the boiler and accessories collected by a scrap dealer and get a confirmation from them. This way, in addition to the $100 and the strong arms helping you carry the heating system out of the basement, the disposal is also taken care of. That’s how I did it too. Dismantle it yourself, make some calls, and get paid for the scrap.

Is the verification always the responsibility of the energy consultant? Or is it sometimes done by a heating installer?
Unfortunately, our energy consultant is a bit difficult and only does the bare minimum.

Both, actually. The consultant confirms at the end that the measures were implemented as planned. However, they can only confirm this if they have personally verified the work depending on the trade involved (e.g., installation of underfloor heating) or if a certificate or written confirmation from a specialist contractor is provided, confirming the work was completed.
For example, you can get such a certificate from a company that dismantled an oil tank and properly disposed of it, including any hazardous materials.
I know several energy consultants who only approve the final results and do not require certificates or similar documents. Of course, something like a blower door test provides a result that the energy consultant needs. But, for example, they do not require information from the heating installer about replacing the heating system. In such cases, an invoice is sufficient—or for electrical heating, the material invoice and proof by photos or inspection are enough.
