Hello, our floor structure with underfloor heating is planned as follows:

Bottom layer:
5cm (2 inches) insulation beneath the base slab (already done)
Concrete slab
Moisture barrier
4cm (1.5 inches) EPS 0.35
3cm (1 inch) EPS 0.35
3cm (1 inch) stapler panel 0.45

Top layer:
3cm (1 inch) EPS 0.35
3cm (1 inch) stapler panel 0.45

What do you think about this?

If this has been planned and approved, then it will probably be sufficient.

The largest heat losses occur through walls and window surfaces, and without calculations, this thread is more of a guessing game.

The value for the ground slab is specified as 0.222 (W/m²K).
The insulation beneath the ground slab consists of 5cm (2 inches) rigid foam insulation boards.

I think this is fine as it is.
If you still have gravel under the insulation, it also improves the U-value.
You can verify this with ubakus.
