ᐅ Is a perimeter insulation with a geotextile membrane necessary?

part of the basement wall on our house is still without insulation because we have not yet finalized the slope of the surrounding ground. It is now decided that a block step staircase will be installed roughly along the course of the bitumen waterproofing.
I wanted to finish the remaining wall with perimeter insulation and a fleece protection layer. However, due to the current building material situation, this is not possible; I can only get the same insulation without the fleece.
Do you see any problems here for the below-ground section regarding water drainage and the missing fleece?
Should I apply the bitumen coating over the rest of the basement wall (it is above the staircase and not below ground level)?

of course, it is generally recommended to use a membrane with fleece, but if you can’t get one at all, I would at least install a dimple membrane – these are also available with fleece.
Personally, I would have extended the bituminous waterproofing layer. Actually, you should apply a waterproofing layer at least 15 cm (6 inches) above the surface covering – however, this is not strictly mandatory.
