ᐅ Is missing plastering inside a basement window well considered a construction defect?

I have been a homeowner for 3.5 years. I was not the builder but bought the middle unit of a terraced house. At that time, it was a new build first occupancy.
Today, while cleaning the basement shafts for the first time, I noticed that the facade of one basement shaft is not completely plastered. Below the basement window, the plaster layer on the facade gets progressively thinner and then ends entirely. The insulation is basically exposed (visible). From what I can tell, during the exterior painting work, the insulation was simply painted over in white, so the defect is not easily visible from the terrace.
Now I am considering reporting this issue to the builder. My question is whether this is purely a cosmetic defect or if the missing plaster could lead to consequential damage.

To be honest, I’m still not quite clear on the whole situation. 😀
The basement shafts are probably underground; what material are the shafts made of — concrete or GRP light wells?
How was the facade constructed — with polystyrene insulation or plaster, and what does the insulation look like?
