As far as I know, house water meters are not installed by the general contractor but by the local water utility—often the municipal utility company. They usually don’t mind whether you have a faucet connected or not. The filter with a backflow preventer is generally more important to them.
However, I have heard from site managers that they say: water will only be turned on inside the house once everything is finished and watertight!
No general contractor, site manager, or similar party wants a basement flooded because of forgetful or careless workers (e.g., “Oh, I can just quickly remove the construction plug again, there’s no pressure anyway”). Whoever is in charge on the construction site can decide if the water line will be pressurized before handover to the homeowner.
