ᐅ Is Fire-Resistant Insulation Barrier Necessary for Multi-Family Buildings with EPS Insulation?

I want to insulate my multi-family house (building class III, as it is under 7 m (23 feet) high up to the top floor ceiling) with EPS. Even the consultant, who is trying to sell everything, cannot clearly tell me whether a fire barrier is required or not. When I look at the Bavarian building code or search online, I am unable to find consistent information. Everyone says something different.
Does anyone here perhaps know the answer?
