ᐅ Is a multi-utility connection included in the foundation slab?

Hello everyone!
Until yesterday, I was not familiar with this term (MSA – multi-utility connection).
Now our general contractor (GC) is asking us who will carry out the MSA for our project.
The GC is responsible for the foundation slab (we are building without a basement) and the house entirely. Only the earthworks and utility connections on the property are not included.

Our contract states:
"All utility lines will be routed together and end at the exterior edge of the foundation slab. Up to four penetrations of the exterior wall/foundation slab for drainage pipes are included. ... You will have planning certainty for your finances."

The GC has informed us several times about what is not included in the offer. This MSA is mentioned for the first time.
Is it not common practice for the MSA to be installed together with the foundation slab?
What has been your experience?

MSP was listed as a separate item in our offer.
I think it was 600 or 700 euros in 2017.

Then the other utilities (water, electricity, gas, fiber optic) for connection to the MSE and core drilling, as well as the external installation, will incur additional costs.

For us, the topic also came up for the first time during the meeting with the architect. The sales representative had told us about the multi-duct system and mentioned that some utility providers no longer install cables in empty conduits, but he forgot to mention the cost...
For us, it was also 800 (about 800) extra in the middle of last year.

For us, it was the exact opposite: I was aware of it and had included it in our cost planning, only to find out after the foundation slab was completed that it was already included by the civil engineer who constructed the slab.

I have just learned that the MSA is cast into the foundation slab.
If the foundation slab is included in the offer and the MSA becomes part of the foundation slab, wouldn’t it be expected that it is also included in the costs?

Connections coming from the ground are extra, but the MSA is in the foundation slab.
If I buy a car, the necessary parts for it to function are also included. I wouldn’t want to buy the exhaust separately...
