ᐅ Is a multi-utility connection included in the foundation slab?

Until yesterday, I was not familiar with this term (MSA – multi-utility connection).
Now our general contractor (GC) is asking us who will carry out the MSA for our project.
The GC is responsible for the foundation slab (we are building without a basement) and the house entirely. Only the earthworks and utility connections on the property are not included.
Our contract states:
"All utility lines will be routed together and end at the exterior edge of the foundation slab. Up to four penetrations of the exterior wall/foundation slab for drainage pipes are included. ... You will have planning certainty for your finances."
The GC has informed us several times about what is not included in the offer. This MSA is mentioned for the first time.
Is it not common practice for the MSA to be installed together with the foundation slab?

The general contractor would probably just install empty conduits (KG pipes) for wastewater inside. The building service connections, like other utilities (gas, electricity, water, fiber optic, cable), are charged separately and are not included.

Thank you all. Now my confidence is slightly shaken because we frequently asked the general contractor what additional costs would arise – this was definitely not included. However, our construction consultant (who reviewed all contracts independently) did not notice it either.
