According to the development plan, a house with 1.5 floors, a gable roof with a pitch of 24-27 degrees, and no knee wall is permitted. We are wondering how this is supposed to work. Does anyone have experience with this and a solution to offer? We actually want to build a prefabricated house, not an architect-designed house (due to cost certainty).

You are reading too much into it instead of reading carefully.
I only managed to read up to about the third line. Apparently, it is a sloped site where you are allowed to build a single-story plus a basement. In addition, one side of the roof can have a pitch of over 60° (degrees). … It’s all good 🙂
Please share the section of the development plan related to the property as well as the textual supplements.
The text mentions a slope. Are there any elevation details in the plan?
A 6 m (20 ft) eave height doesn't sound too bad. It suggests about two stories plus a roof. The development plan seems quite old. What does the local authority say about deviations?

So far, we don’t see any reason against choosing a prefabricated house or a modular solid construction house, except perhaps for some design aspects. We have concerns that due to the zoning plan (building permit / planning permission) and ground conditions, a prefabricated house might not be feasible or would require many modifications, which would increase the costs.
Unfortunately, we are complete beginners and cannot properly interpret the zoning plan.

(and I’m out - clear, right?) In a case where the land hasn’t even been acquired yet, I can understand that behavior. But still, all information needs to be shared openly. The original poster’s lack of experience definitely calls for support here.
It’s possible to anonymize the details if there are concerns about competitors also reading the post.
