ᐅ Interior wall insulation but no exterior insulation – is renovation necessary?

we are currently considering buying a semi-detached house built in 1934. It is a solid construction made of bricks. The house was "extensively renovated" in 1990 according to the regulations at that time.
The current owners have only installed interior wall insulation (about 15cm (6 inches)) covered with wood paneling. All electrical wiring is embedded within the walls. The roof has insulation on the floor but not yet on the sloped sections. We cannot really inspect the insulation closely since removing the wood paneling would be necessary, and we do not own the house yet.
Is it generally necessary to remove the interior insulation and install exterior insulation instead? Or would that be recommended?
The house currently has an oil heating system, which we want to convert to gas. The windows are double-glazed plastic frames with thermal insulation, also from the 1990s. When we asked how warm it gets in summer, the owner showed us the air conditioning unit in the bedroom. He said it is tolerable except for a few days in summer when temperatures exceed 40°C (104°F).
Since the price is set quite high (the house is located in Frankfurt), we want to spend as little as possible on renovations. The bathrooms are still in good condition, so we would prefer to avoid renovating them.
However, they would certainly need work if we remove the interior insulation.
What are your recommendations? After all, this is not just a garage or a pool house but our entire living space.
(By the way, the loss of living space is a minor issue in this context.)
