ᐅ Insulation of the Floor/Ceiling Between Levels – Home Purchase

Hello everyone,
I am planning to purchase a bungalow built with solid construction from 2015, which, according to the available information, meets KFW 55 standards.
I found the following structure for the attic based on this building specification:

As well as this drawing:

Is this a reasonable build or low-quality construction? The attic is not accessible for walking on – can I add floorboards later to use it as storage space? Unfortunately, I cannot walk around up there to inspect the roof structure in detail, but I cannot see any signs of moisture either above or below the ceiling of the upper floor. What else can I check?

We also have an unheated roof space, but there’s quite a bit of room up there. Once we’ve cleared some space after moving, we’d like to insulate it as well.
Do you need more than insulation wool and drywall? I’m curious about how complex such a project is and what the costs might be.
Our site manager mentioned at handover that if we ever renovate up there, we should remove some kind of plastic hooks installed for ventilation purposes, or something like that.

Insulating a cold roof with insulation between rafters:
1) Called in a carpenter relative to calculate the required materials: Ordered accordingly. Needed: friction-fit insulation, vapor barrier, vapor barrier adhesive, vapor barrier tape, boarding. Knife for cutting friction-fit insulation.
2) We start by building a frame for the knee walls.
3) We fit friction-fit insulation between the rafters and in the knee wall sections.
4) We cover everything with a membrane and tape it thoroughly. We support it with boards and seal it at the floor and corners with adhesive sealant.
5) We are done. (Photos of finished and previous state)
