I currently have two different induction cooktops here (one for 39 EUR and one for 59 EUR) and I’m shocked at how noisy both devices are... even on the lowest setting, the fan runs continuously... absolutely terrible.
My question is... can I save myself the trouble of searching further... are induction cooktops generally designed to have the fan running all the time? If so, I’d rather get a conventional hotplate.
What are your experiences?

The technology is completely different compared to a conventional cooktop or ceramic hob. With induction, the control electronics need to be cooled, and each manufacturer solves this slightly differently depending on the price range, which is why some models are louder while others are almost silent. Also, hearing sensitivity varies from person to person, so the perceived noise level will differ for each individual.
If I understand you correctly, you only need the cooktop occasionally as an additional option. If that’s the case, I would carefully consider getting a conventional cooktop. True, the fans are somewhat louder, but for occasional use, I think it’s manageable.

Honestly, I don’t want any noise at this spot at all. I let some dishes simmer quietly for hours... 😀 and then constantly have a fan noise in the background??? Definitely not something I want... not even quietly.
For our future kitchen, we definitely wanted an induction cooktop... but after this information here, we will take a very close look...
