ᐅ What is the best time of year to carry out a basement conversion?

Our house will be completed in about 4 weeks, and we plan to move in then.
Basically, the basement will also be finished.
But when is the best time to do this?
Should it be done now, before moving in, to possibly avoid dirt in the new house, or only in autumn/winter?
What makes more sense considering moisture?
With the current humid weather, you would get more moisture in the cold basement, right?
We have a concrete basement, and the black vapor barrier is already installed.
So, insulation needs to be added, two rooms with underfloor heating, and then the screed applied.

So, we had the screed for the basement installed at the same time as the screed for the rest of the house. We didn’t want to apply the screed in the basement at a later stage because that would introduce moisture again into an already occupied house, and the floor would be off-limits for several days.
The basement itself is still damp anyway; according to our building inspector, it can take up to two years for the construction moisture to evaporate from the concrete basement.
