Hello,
I have a basement door that opens to the outside. I need to build an external staircase leading down to the basement. I was thinking of pouring a concrete foundation for the basement stairs and then placing a precast staircase from a concrete factory on top. The issue is that the sewer connection for the house runs underneath the stairs and the slab. Is there anything I need to consider here, or can I simply pour concrete over it, starting with a blinding layer followed by cement? There is also a branch pipe from the sewer connection that will be embedded in the foundation as a drain outlet.

This question has come up before, and the answer remains the same: Yes, it is basically possible.
It might be advisable to check with the local authority about how much house connections can be covered by building components; otherwise, the foundation must be able to support the future staircase. You can ask the staircase supplier about the structural requirements or – probably better – hire a structural engineer to carry out the calculations.
