I am aware that the costs for building a house can vary greatly and that there are countless possibilities and variables. However, we are trying to get a rough idea of potential costs when building a house.
Therefore, I would like to ask a few questions that may seem trivial or even pointless to many experienced users here. But through dialogue with you, I am sure new, unexpected aspects and questions will come up.
The situation is as follows:
We are considering purchasing a plot of land. Since land prices are very high, the plot alone will cost around 400,000 to 500,000 euros (approximately 400,000 to 500,000 USD). In addition, there are fees for the notary, possibly a real estate agent, and, of course, interest on the loan in the end.
We are undecided between traditional solid construction (e.g., masonry) and, for example, a prefabricated house, and we wonder whether there are really cost savings or not.
The house cannot have a basement. It should have a ground floor plus one upper floor, and an attic (not necessarily finished, but should be insulated for potential future conversion). The living area should be about 200 square meters (because there is no basement space, some living area must be "sacrificed" for heating room, storage, a small workshop, etc.).
We would do a lot of the interior work ourselves, such as wallpapering, painting, etc., which is no problem.
In principle, we could also tile the bathrooms and lay the floors ourselves, but we would be interested in an approximate labor cost for this work if hired.
May I kindly ask for your general assessment of current prices?
1. Notary fees? Architect fees?

3. What would a roughly 200 sqm (2,150 sq ft) house cost in both construction methods, assuming a 25 sqm (270 sq ft) balcony on the first floor?

5. Does the number of rooms matter, or is it mostly about the square meters?
6. For parquet flooring (living area) and tiled floors (kitchen and bathrooms), how much would the labor (excluding materials) roughly cost if hired?
7. If only the sanitary installations are done by professionals and no tiling is done, what would a 10 sqm (110 sq ft) and a 15 sqm (160 sq ft) bathroom roughly cost?
8. How much does a "standard" double garage with a wide door (instead of two separate doors) cost approximately?
What other costs might we have forgotten? We have already started researching, but statements on some websites with “starting at” prices are usually too low to attract customers.
Bonus question, since some areas here are prone to flooding: How much extra would need to be budgeted for the above construction project if building with flood adaptation in mind? This is also probably why a basement is not feasible. Or if anyone knows, what would the cost be for a basement that is "flood-protected," if such a thing even exists?

You could just throw out some numbers, but the question is whether that would be helpful. Maybe start with step 1 before anything else.
400,000 to 500,000 for the plot of land is quite a lot. Since construction costs vary a lot depending on the region, please tell us where you want to build. What is the cost per square meter of the plot?
People often assume 2,000 EUR/sqm (2,000 EUR/sqm) for that, but that usually doesn’t fit depending on the desired features and region. The land price would be an indicator.
That’s why I suggest we discuss a rough calculation before going into details.

Here, the price per square meter is around 700-1000€ (about 75-110 USD). So yes, quite a chunk.
I wasn’t aware that notaries also charge fixed fees.
The architect is still under consideration. With a prefabricated house, it’s probably less important. For traditional solid construction, we would tend to go for one. But that also depends on what we can still learn here.
That’s why we are currently reading into things more and more deeply.
