Last year, I rebuilt the wall shared with my neighbor and installed a fence.
Now, I would like to do the same at the back of the property. The problem is that, according to the city’s building regulations, a new wall must be at least 3 meters (10 feet) away from the water body. This would mean losing about 2 meters (6.5 feet) of my garden, which I don’t want to do. Therefore, I can only repair the existing wall.

Can anyone recommend an approach?

This way, two-thirds of the wall would always remain intact, and the existing rights would be preserved. We used this method to renovate our roof frame on the exterior, with approval from the building authority. I would actually need to inquire about that. I would simply install an "invisible" fence. But I know that wasn’t the question! Yes, I agree with you. But the ground behind the wall is higher and protects me from water.
I will take another close-up photo tomorrow.
