I need some advice...
In our new build, I want to install 5mm (0.2 inch) thick vinyl flooring, and there are screed measurement points installed in every room.
Do I need to seal these? If yes, with what material? The screed is concrete.
Attached is a picture, and thank you very much for your help.

5mm (0.2 inches) doesn’t sound like click vinyl. It needs to be perfectly level. You should use leveling compound anyway, which I would also use to fill the holes. Sure, 5mm (0.2 inches) luxury vinyl plank, click vinyl… the height difference was measured and it fits. The only question is what to do about the measurement points...

I would also pay attention to the subfloor. 5mm (0.2 inches) is almost nothing, so you will feel everything through it. It needs to be perfectly level and clean.
Why did you choose such a thin covering? You have limited your options for the future. Other types of flooring have a thicker buildup, which means if you ever want to install hardwood or tile, you could run into issues with door frames, steps, and so on.
