In relation to the building authority, they must demolish what they have received approval to demolish (and ensure the structural stability of what they have applied to keep). For example: a furniture store is demolished, the developer builds a dozen semi-detached houses on the entire site, a hall is demolished, but one wall of the hall remains as a visual barrier to the adjacent mixed-use area. This is common practice and perfectly acceptable as long as the application and execution match.
