Before purchasing the house, we received a site plan showing certain items marked for “demolition.” How strictly is the developer required to follow this?

The developer only has to comply with what is stated in the purchase agreement towards you. In relation to the building authority, they must demolish what they have received approval to demolish (and ensure the structural stability of what they have applied to keep). For example: a furniture store is demolished, the developer builds a dozen semi-detached houses on the entire site, a hall is demolished, but one wall of the hall remains as a visual barrier to the adjacent mixed-use area. This is common practice and perfectly acceptable as long as the application and execution match. While drawings are common for building permit applications, they are also not uncommon for demolition permits.

The yellow area above represents the wall.
Because of this, the street, which is also part of the property, is narrower, so the planned flower bed and the trash bin space shown on the drawing are no longer feasible.
The current situation looks more like this:
