ᐅ How high should a slope or embankment be to ensure frost protection?

Hello dear forum,

We are working on our outdoor landscaping and are the last ones left; everyone else is already finished. As you can see in the pictures, our property is on a steep slope. Now the neighbor wants us to raise the ground next to his garage to make it frost-protected. The landscaper wants to level it up to street level, and according to the local building authority, this is acceptable. I know the neighbor built about 20cm (8 inches) higher than allowed so he can better access his garage.

We can’t raise our ground level any higher since our terrace is right next to it. Do you have any ideas on how to handle this without conflicts and what the legal situation is? Am I required to ensure his garage is protected against frost?

I just spoke with the architect. She said that I almost don’t have to add anything. Unfortunately, I can’t read the plan… I hope one of you can explain it to me.

The neighboring garage is not shown in your elevation plan, but where I place it, the natural ground level is 6 cm (2.4 inches) below your finished floor level. Therefore, for your house, I don’t see the need for any additional fill—some minor redistribution should be sufficient.

However, regarding your neighbor’s request, the key point is whether and how much you have excavated—which, if I understand correctly, you have not. @Escroda mentioned that your brother provided further details at another location unknown to me, which I cannot assess here.

From my point of view, the neighbor simply failed to take into account the built height when establishing the foundation of their garage. As a saying from my childhood goes, “Like flies to wanton boys, small faults often bring swift consequences.”
