ᐅ How is the shell construction cost calculated for a prefabricated house?

We are building a (nearly turnkey) prefabricated house, and on the website of the state authority responsible for our building site, it states that the "building permit fee is EUR 6.50 per each started EUR 1,000 of the structural shell cost (minimum fee: EUR 50.00)." I would like to know whether we can calculate the structural shell cost ourselves or which value is used as the basis for the building permit fee in the case of prefabricated houses. Google was not able to help me with this. Thank you in advance for your assistance.

This varies depending on the federal state. Even if your profile is not accessible, the wording sounds very familiar to me from Saxony. If it really is Saxony:
Costs (Fees)

Building Permit Fee

  • EUR 6.50 per each started EUR 1,000 of the shell construction cost (minimum fee: EUR 50.00)

Here, the basis is not the actual shell construction cost of your building, but the shell construction cost determined according to the annually updated shell construction values of Annex 2 of the Saxon Schedule of Costs. An excerpt:

  • Residential buildings: EUR 118.00 per cubic meter of gross volume
  • Weekend houses: EUR 104.00 per cubic meter of gross volume
  • Closed small garages: EUR 71.00 per cubic meter of gross volume
  • Open small garages, sheds: EUR 43.00 per cubic meter of gross volume

If a change of use is also applied for (or separately), an additional fee is charged for its approval besides the building permit:

  • EUR 50.00 up to EUR 2,500

Additional Fees

If you have applied for deviations from the legal requirements, the fee per decision per deviation is:

  • EUR 50.00 up to EUR 2,500

If the building authority has to involve neighbors, a fee per neighbor is charged:

  • EUR 50.00 up to EUR 500.00

Further fees may arise depending on the specific construction project and the related examination of structural proofs and construction supervision.

Reductions

If building permits for two or more identical buildings are applied for simultaneously, the fee for the second and all following buildings is reduced by half. The reductions are applied to all construction projects.

If you have already received a preliminary decision before the building permit, the fees charged there will be credited to the building permit fee depending on the scope of the review.

A simpler, faster, and significantly cheaper option would be a no-objection certificate (if possible). In our case, it was roughly 200€.

Thank you for your response. Yes, it is Saxony. Do you mean we could try to obtain exemption from procedure or permit requirements? Does the homeowner handle this themselves, or is it usually managed by a professional?

The application must be prepared by an authorized building professional regardless. However, if there is a development plan and you comply with it, this is the quickest and most cost-effective way. A regular building permit / planning permission can easily take several months.
