ᐅ How can this wall be leveled?

Dear forum members,

I will be moving into an apartment in the coming months. After removing a built-in living room cabinet, wallpaper was revealed. The previous tenant apparently hired a painter who removed the wallpaper around the cabinet and repainted the area. This is not a problem in itself.

However, the photos show a depth difference of about 2-4mm (0.08-0.16 inches) between the newly painted wall and the "old wallpapered wall."

I am wondering how I can level this wall so that the depth difference is no longer noticeable in the future.

It seems to me that there is some kind of plaster applied under the paint.

I would appreciate your professional advice.
