We have found a plot of land with a 13% slope, with the lower end at the street side. We are considering building a house without a basement (for cost reasons). The house would have a footprint of 10m by 10m (33 ft by 33 ft), and there will be a terrace 3.50m (11.5 ft) wide behind the house. So the total depth of the house would be 10m + 3.50m (33 ft + 11.5 ft).

With the slope, the front edge of the house would need to be about 13.5m * 0.13 = 1.76m (5.8 ft) above ground level. Since the terrace at the back must also end slightly above ground, at least 30cm (1 ft) would need to be added, making the front roughly 2m (6.6 ft) above ground. This means a lot of fill material would have to be added at the front.

Has anyone had experience with something like this, whether it is reasonable and manageable in terms of cost? The alternative would be to build with a basement, but that involves more complicated ground conditions and would require it to be waterproof against groundwater pressure.

Basement.
On the hillside side: building systems, utility room, storage room; and at the front facing the street: guest room, study, entrance, etc.

Slope retention, backfilling, compaction, foundation slab, exterior stairs (which must be kept free of snow and ice during winter) will certainly cost more.

What do you consider manageable costs? We have a slope of 2.5-3 meters (8-10 feet) over 21-22 meters (69-72 feet). Just stabilizing the ground with retaining walls and filling in the terrace will cost us €27,000.

You’d be better off choosing a different plot of land.
