ᐅ Home Purchase – Fogging, Mold, or What Is That?

Hello,
We are planning to buy a house built in 1998, solidly constructed.
During the viewing, we noticed dark discolorations above the windows in the dining room/kitchen. Attached is a photo of this. To make it easier to see, I increased the contrast and texture. In reality, the wallpaper is white and the spots are not immediately noticeable.
Could someone possibly help identify what this might be? It is noticeable that the roller shutter box itself does not seem affected, but the area around it is. Could it be a thermal bridge?

(For safety, we will also consult a certified expert from the Chamber of Industry and Commerce, but they probably won’t be available at short notice...)

Depending on the construction method, the area of discoloration is most likely the uninsulated joint between the roller shutter box and the masonry. Unintended convection is also expected here. Cold outside air penetrates almost to the interior side of the exterior wall, causing significant cooling of the wall surface. Condensation from warm, humid indoor air is to be expected, as well as dirt deposits. Where is the property located? Thank you for the quick response. The house is located at the northern edge of the North Sea, near the Dutch border.
So there is probably no insulation (or only poor insulation) installed in the roller shutter box? Could this be mold?
