A clean layer is rarely seen in a single-family house.
Are you building with an architect or a prefab supplier?

Often it is unnecessary, for example when there is an insulation layer under the concrete slab or unreinforced strip footings. In these cases, a PE (polyethylene) membrane is placed on top, and that is sufficient.

I just spoke with the structural builder because he acted on his own initiative. The blinding layer is cost-neutral compared to compacted gravel.
