The standard "DIN 18015-1:2013-1" mentions "...information and communication technology (ICT), distribution systems for radio/television or broadcasting and communication technology (BC), as well as interactive services and, if applicable, high-voltage systems, each requiring separate conduit networks," and further states "...it must be possible to pull or replace cables..."
More information can be found via Google for "DIN 18015-1:2013-1" (quoted passages are from that source).
In my interpretation, this means that the following should be installed in conduit:
- TV cables (satellite/cable)
- Network (LAN)
- Telephone lines
I have no idea how control cables for KNX, for example, are handled.
I would contact the expert; they can certainly answer your question off the top of their head.

- Telephone lines It seems to me that your interpretation (that these must be in empty conduits) goes too far – in my view, it rather means: if empty conduits are used, then ITC and electrical wiring should not be run together in the same conduit.
