Our current design includes an extension behind the carport at the property boundary to serve as a basement replacement room. It is intended to have direct access to the house. So far, I have received conflicting information about whether this room can also be used as a utility room (primarily for the heating system). Perhaps you can help clarify this. Is it allowed to install the heating system in this room? My current neighbor has done it this way, so I was somewhat surprised by the recent statement from a prefab home manufacturer saying that this would not be approved.

@i_b_n_a_n has a utility room on the property boundary and can probably explain under which conditions this is permitted.

In North Rhine-Westphalia (NRW), for example, the outdoor unit of the air source heat pump must be installed at least 3 m (10 feet) away from the property boundary.

Correct, it is located on the boundary, housing the brine-water heat pump, main electrical distribution panel, domestic water system, and all the connections. NO direct access to the house—what would be the point? It is very well insulated except for the relatively inexpensive door, which is naturally outside the thermal envelope.
The requirement here in North Rhine-Westphalia (NRW) was: no oil, gas, or pellets heating. The only downside: if the router needs to be powered down (especially in winter), you have to put on slippers and a jacket (although I could have placed it inside my internal utility room, I chose not to due to the extra effort).

Sorry, but that is not correct. Even in NRW (as is now the case in most federal states), the heat pump’s outdoor unit is allowed to be installed directly on the property boundary. An exemption from the minimum distance requirement must be applied for in writing at the building authority. According to a decree from the NRW state government, such an exemption is then granted. This was decided in 2022 in anticipation of the amendment to the state building code (planned for January 1, 2024).

This decree also introduced further relaxations, for example, allowing solar panels to be installed on roofs without any distance to the boundary wall. This was different before.

My only concern would be that in the current situation (heat pumps will be as valuable as gold in the coming years due to shortages), someone might break into the relatively cheap door and remove the heating system when I'm not around.
Maybe you should consider investing in a door that isn’t quite so cheap in the long run. After all, that door is protecting a system worth... probably 40,000 EUR (approximately 44,000 USD)? 😉
