The current system is a central oil-fired heating system with oil tanks in the basement.
My question is, from a cost perspective, whether the gas condensing boiler should be installed in the basement or on the roof. For me, the cost considerations involve the longer gas line and shorter chimney (roof) versus the possibly usable existing chimney (lined, masonry chimney) with a short gas connection.
Have I overlooked anything?

Not only gas and exhaust pipes are important here, but also heating and potable water lines. For maintenance work, better accessibility is beneficial, and in case of water damage, it means wet feet in the basement rather than water spreading through several floors.
