ᐅ General contractor needed in the Cologne/Düsseldorf area

First, let me briefly introduce ourselves: My partner and our young son currently live in Düsseldorf, and we plan to build a house between Düsseldorf and Cologne. We have already purchased a plot of land.
We also placed an order with one of the major turnkey house manufacturers. Everything seemed to fit well!
However, now the issue has arisen: Our order has not yet been confirmed because the execution according to the KfW 40 standard is reportedly not possible. Mind you, the manufacturer had already sent a confirmation to the KfW in advance to secure financing. What can I say? I am neither willing to give up on a heated basement nor to lower the KfW standard or suddenly invest more money than agreed. I just want to receive what was advised and finalized. So far, no contract has been formed by accepting the offer, which is why we are considering withdrawing from it.
Therefore, I am now looking for smaller companies in the Cologne/Düsseldorf area that feel capable of building a detached single-family house with a basement, where the basement is also part of the energy-efficient building envelope, to the KfW 40 Plus standard at a reasonable price.
Large and well-known companies can be found everywhere (but we have been quite disappointed by many here). Finding a regional and reliable partner is proving quite difficult at the moment. Could anyone possibly offer some recommendations?

Was the commitment to the declaration of intent possibly limited in time or made without obligation (usually not the case)?

I don’t think it pays off. The additional costs compared to energy saving standard 70 simply aren’t recovered through later savings. That’s why we consciously decided on energy saving standard 70.
Maybe you have the wrong idea about the cost of KFW 40 Plus. Or did other general contractors fail for different reasons?
Why would you give up on a heated basement? An unheated basement doesn’t help achieve a higher KFW standard, does it?
We didn’t want to give that up either.

You cannot cancel a contract that does not yet exist due to the lack of acceptance.
Have a specialist construction lawyer clarify whether you can withdraw your declaration of intent.
Apparently, the company is not able to build what you want at that price.
Question: Where exactly will you build “between Cologne and Düsseldorf”?

Correct, we have expressed our intention to have the company build the house according to the contract terms. We are bound by this declaration for 4 weeks (conditions apply). This period has expired. The company did not send us a declaration of acceptance within this period. It is stated in the terms that this is necessary for a binding contract. So: no contract! Instead, the company wants to send us an order confirmation with changed conditions (less for the same price), which we are supposed to sign. By signing this offer, a contract would then be formed.
Obviously, I do not want this. (It’s like ordering a mid-range car, and before delivery, being told: You’ll only get a compact car for the same price, please acknowledge.)
We don’t really need to discuss the KfW standard here, whether it’s cheaper or worth the investment. The debate is everywhere...

In other words: Either the basement is part of the thermal envelope (which apparently causes problems) and can then logically be heated, or it is “detached from the rest of the house” and may not be heated (which means I lose the 45m² (484 sq ft) of office space I want).
Or just have a company that only offers what it can do and actually delivers on it!
