we have a concrete basement. We don’t want to plaster a few walls and just paint over them in white.
At the transitions, there are some uneven spots (as you can see in the attached photo).
Do you think it’s possible to sand these down smoothly so they are as even and smooth as the rest of the concrete wall?

I would suggest trying a concrete grinder, but be sure to use an efficient dust extraction system; otherwise, it will get very dusty. A concrete grinder looks similar to an angle grinder but has a diamond cup wheel and a brush ring for dust protection, as well as a connection for dust extraction. There are concrete grinders available, for example, from Eibenstock. I personally have a budget model from the hardware store that is advertised on project-related commercials.
