this month we are starting the construction of our house, and we are currently finalizing some last changes to our property. The floor space index of 0.2 + 50% is almost fully utilized. What is still missing is the exact plan for the carport. We are currently considering whether a flat-roof carport with green roofing might be an ecologically valuable alternative that could also look quite attractive.
My wife and I are both convinced that we read somewhere that an outbuilding with green roofing does not count toward the floor space index and can be considered as compensatory green area. This would give us a nice bonus by freeing up some space within the floor space index for future small additions.
Unfortunately, we have not been able to find any firm regulations or legal texts on this, and we wonder why we believe that green roofs do not count toward the floor space index. We must have read it somewhere, but after days of searching, we have found nothing conclusive.
Or is this something that needs to be clarified on a case-by-case basis with the local building authority / planning permission office?
We would appreciate it if you could shed some light on this for us. 🙂
Best regards,
Lennart

Please correct me if I am wrong, but I researched this some time ago.
My conclusion back then was that any area covered by a building, regardless of its type, is counted 100% towards the built-up area.
Where it can be different is in the calculation of charges for stormwater runoff. Here, green areas or permeable paving can reduce the factor or be deducted.

My conclusion back then was that any area that is built over, regardless of the type of construction, is fully counted as built-up area.
Where it might be different is in calculating fees for stormwater management. Here, greened surfaces or permeable paving can reduce the factor or be excluded. We looked into this topic a while ago as well and came to the same conclusion as @Mucuc18.
