Hello everyone,

the development plan applicable to our construction project requires a green flat roof. However, we would also like to install a photovoltaic system on the roof. The building site is in Hesse. A preliminary online search combining these two terms showed that they do not necessarily exclude each other.

Are there any experiences or tips regarding the permits, or is this a hopeless endeavor?

Installing a photovoltaic system on a green roof is not cost-effective. It is better to leave out the area designated for the photovoltaic system since both the greenery and the supporting structure are expensive. I have no idea about the requirements for permits or approvals. However, I find it hard to believe that it would be a problem to have one part of the roof greened and another part used for renewable energy.

The requirement is a green roof. So there is no room for discussion there. According to online sources, the vegetation under the photovoltaic system can positively influence the electricity yield due to its cooling effect. But that is actually a different topic.

My question is really only about the legal perspective on this matter. Please do not provide any opinions on its practicality.

Then please inquire at the building authority. That way, you will have a legal statement.

They will also be elevated...
Of course, you can add greenery and then install the photovoltaic panels on top. You just need to remove the substrate from under the supports. But it makes more sense to leave that area open.

I would submit it with the building permit / planning permission application.

Who inspects your roof? Who checks under the photovoltaic panels?
You will get a definitive answer from the building authority or through an exemption application. But some questions in life are simply not asked.

Yes, cooler modules deliver higher output, so mounting systems on flat roofs are generally not a bad idea, especially compared to pitched roofs (or even built-in systems, which inherently suffer from heat buildup).

Do an extensive green roof with sedum plants on top; it also works under the raised modules, as there are varieties that can tolerate that.
