If the flush plate is removed and the push rod is operated manually, everything works fine.
Therefore, I assume that the float valve and seals are in good condition.
During the first repair attempt, I noticed that a spring in the flush plate was broken. I bought a replacement spring online for about €3 and installed it. It worked for two weeks, but now it no longer functions, although the spring is still intact.
What could be the cause of the continuous leaking of the toilet flush?

I was mistaken in my observation. The water was running even without the actuator plate. The issue occurred sometimes, but not always.
After I turned off the water supply, the running stopped.
Then I removed the float valve and mechanically descaled it, scraping off the limescale. Now everything is fine again.
The removal instructions for the float valve, located on a cover plate behind the actuator plate, were helpful. The online videos about the cisterns are also very useful for non-experts.
