ᐅ Full-rafter insulation for roofs or insulation on concrete slabs

Hello everyone,
We are planning to build the ceiling on the upper floor as a concrete slab instead of a wooden structure – now the question is about the insulation for the upper floor/roof.
According to the energy-saving regulations, the roof no longer requires insulation; it is sufficient to insulate the concrete slab. The attic space will not be used as living space (city villa – 2 full floors) but only as utility space.
Since full rafter insulation is naturally much more expensive, the question arises whether insulation on the concrete slab is sufficient?

We’ve done it too. Insulating the roof does not cost just €1000 – if that’s what you mean!
The costs for roof insulation are close to €5000.

We just want a pull-down ladder in case there’s ever an animal or something up there. Otherwise, there would be no way to get upstairs. If there are ever issues with the roof, that access could be really valuable.
And of course, additional storage space would still become available for a “relatively” low cost. But for that very reason, we want to spend as little money as possible on this topic!
A folding attic ladder is an option. When you have a basement, you really don’t need extra storage upstairs! In my first house, I made the mistake of storing things upstairs. It was very annoying, and I went upstairs as rarely as possible. In my current house, I just laid insulation mats crisscrossed upstairs. The basement is more than enough to store everything necessary.
