Why wouldn’t your construction company be allowed to build? I don’t quite understand your question.
In my non-professional opinion, that should be enough.
That sounds very thin. Ours is 25cm (10 inches), and our neighbor’s is even 30cm (12 inches). However, this should be determined based on your structural engineering and soil report.
