I am currently renovating a house with KfW funding. In the KfW application, a decentralized ventilation system with heat recovery was planned. Now, just before completion, it was noticed that this was "forgotten." The energy consultant says it is the construction manager’s fault, and the construction manager/architect says the energy consultant should have noticed it as well...
So, nobody is taking responsibility, but as the client, I now have some problems. Can someone reliably tell me whose responsibility it is to ensure this KfW-relevant component is implemented?

But maybe the builder has signed a contract for work that includes renovation with decentralized ventilation? Then they might be able to insist on contract fulfillment.
However, we don’t know, since you forgot to mention important details...
