we are planning an extension to an existing building. This will include adding an additional floor to the roof as well as constructing a garage that will also serve as a terrace. Additionally, a wall in the existing structure needs to be opened up. We have received a quote from an architect for 332 cubic meters (11,720 cubic feet) of building volume and total gross costs of 103,000 euros. This includes architect fees of around 5,000 euros (including design, structural engineering, and applications) and approximately 7,000 euros (for construction supervision and contract awarding). The entire project will be managed through the architect. Are these figures realistic, or how can I estimate the costs for this?

These construction costs roughly correspond to the level of a new build without a basement on a greenfield site with a medium standard; for a conversion or extension like this, the estimate is rather on the low side. In my opinion, this is only a rough calculation based on price per cubic meter, but I do not want to question the colleague’s detailed estimate with that. The 12,000 fee corresponds to the minimum rate according to HOAI for residential buildings plus the lowest surcharge for conversions. If the services of a structural engineer are also included, then you are essentially getting those for free.

What exactly do you mean by construction costs being higher by a factor of 10?
The price of 103,000 EUR is gross, as is the fee amounting to 12,000 EUR. The pure construction costs thus amount to about 91,000 EUR gross – or was your remark about net construction costs referring only to this fee calculator?
You are right that this cost calculation was done using m3 and m2 prices and then an average value was taken. I was assured that these costs are realistic for this project. Furthermore, the fee is a fixed price including structural engineering.
The building permit / planning permission application is now completed, and we have simultaneously received an invoice for 5,000 EUR, which is to be paid immediately. In hindsight, this seemed like a high amount. I am uncertain whether this, although including structural engineering, is correct at this level.
I would be very grateful for a response.

My reference to net amounts was only in relation to this fee calculator. By "factor of 10," I meant that construction costs will be approximately an order of magnitude higher than the fee. Variations in construction costs therefore have a much greater impact than small differences in fees.
Regarding the price per cubic meter:
According to the standard works on normal construction costs NHK95 and NHK2000, a statistical reference for new construction costs, the price per cubic meter for single-family houses without basements with ground floor plus roof, medium standard, is around 276 € per cubic meter. This corresponds with the estimate provided by your planner.
Regarding the 5,000 € fee:
Up to the building permit/planning permission design phase, the architect’s fee – minimum rate plus 20% surcharge for renovation – is about 2,900 € net. The structural engineering fee (minimum rate) is about 2,400 € net. The advance payment request is therefore approximately correct. However, the fee for the building permit/planning permission design phase technically only becomes due once the planning permission is granted – so it is contingent on success. In most cases, though, a payment schedule is agreed upon in advance, as in your case.
This is acceptable as well.
