Which is better for a KFW55 house: exhaust air or recirculation?
Advantage of recirculation: you don’t lose the heat to the outside.
Advantage of exhaust air: odors are removed much more effectively to the outside.

Exhaust air!! Scent aside, I want the "smell" of sauerkraut, onions when cooking goulash, or the roux when making lentils to stay in the house for as short a time as possible... in my opinion, exhaust ventilation is better for that!

Exhaust air especially removes moisture from the house. Even with recirculation, people usually open the windows briefly after cooking to air out, which lets cold air in. If the exhaust system is well planned with a fresh air supply box, I would always prefer that. Berbel, Naber, or Weibel wall boxes.

We absolutely have to ensure that the KFW55 certification remains valid. Your energy consultant will tell you what is required and what is not; they also have to take this into account.
The brand doesn’t matter for the calculation.
Installation? The kitchen fitter usually doesn’t do this. Are you building with a developer?
Are you buying a finished property including the land, or did you buy the land and then hire a contractor? That would be a different matter.
In any case, involve this as early as possible in the planning. If you have a wall-mounted hood on an exterior wall, the planning effort is relatively low. If you have an island hood, it needs to be planned from the start because the ductwork must be designed accordingly.
You can also install it yourself; it’s not rocket science. As mentioned, the duct routing sometimes requires some planning.

Initially, the developer doesn’t have to do anything. They are selling you a finished house as ordered. If it wasn’t included in the order, you need to ask the developer if they can still add it afterward.
I wouldn’t be surprised if they aren’t keen on that or charge you a significant fee because they will pass on the extra effort for execution and planning (energy consultant) to you.
But you’ll only find out when you ask them.
One more question: where and in what design is the range hood planned? On an exterior wall? Island? Ceiling? Downdraft?
