I’m not sure if I’ve found the right place to ask this question.

We have purchased an apartment in an older building that is currently being renovated by a developer. It is supposed to be handed over as a turnkey property.

Now we have a specification list for the floor coverings:
Hallway/kitchen material price 30€/sqm (per sq ft) of choice
Living room, bedroom with parquet flooring, material price 40€/sqm (per sq ft)

Children’s room carpet flooring, material price 25€/sqm (per sq ft)

We want parquet everywhere except in the kitchen.

We spoke to the parquet supplier. The planned parquet costs 40€/sqm (per sq ft) including installation plus 11€ for preparatory work.
Our selected parquet costs 3€ per sqm (per sq ft). All prices plus VAT.

Now he has calculated that we have to pay the preparatory work separately for the bedroom and hallway.

Maybe someone can answer the questions running through our minds:

“In accordance with wishes” means, in our opinion, that one can choose between tiles, parquet, etc. So the necessary preparatory work should be covered by the developer.

According to the specification, parquet is planned for the bedroom, but unlike the living room, a click-lock parquet is to be installed there, which we believe is counterproductive when combined with underfloor heating.
There should be no extra costs here (except for the 3€ for the more expensive flooring).

What is the usual practice?
According to the parquet supplier, the parquet costs 40€/sqm (per sq ft) including installation. But according to the specification, the material cost is 40€/sqm (per sq ft).

No flooring is to be installed in the storage room. Is this acceptable for a turnkey property?

Also, a floor costing about 20€ (per sq ft) was installed in the kitchen. Should the difference be credited?

Is the screed then laid in the storage room?

A corner of one of the children's rooms was additionally separated to create a storage closet. The screed will be installed there.

I believe the difference will be credited – anything else would be strange.
